cleanups: unnecessary casts, unified const_1, eliminate cross-.c file

prototypes (heresy!), add spaces in places like "flags&NETSTAT_CONNECTED",
removed unused #defines, #ifdef -> #if, use uint32_t for ipv4 addrs.
