This change retains "or later" state! No licensing _changes_ here,
only form is adjusted (article, space between "GPL" and "v2" and so on).

ip: in "ip rule add from all table 1", "all" is taken as 0.0.0.0/32,
...
whereas "any" and "default" would be 0.0.0.0/0. They must be all 0.0.0.0/0.
