86a7f18f21 *: Switch to POSIX utmpx API 
UTMP is SVID legacy, UTMPX is mandated by POSIX.

Glibc and uClibc have identical layout of UTMP and UTMPX, both of these
libc treat _PATH_UTMPX as _PATH_UTMP so from a user-perspective nothing
changes except the names of the API entrypoints.

cd256e1c40 wall: access FILE under real user's credentials 
While at it, move applet/config/kbuild bits into wall.c.
(This way, it's more visible that applet is suid'ed).

0ef64bdb40 *: make GNU licensing statement forms more regular 
This change retains "or later" state! No licensing _changes_ here,
only form is adjusted (article, space between "GPL" and "v2" and so on).
