Denis Vlasenko c44ab01b75 Improve STANDALONE_SHELL. "safe" applets are renamed NOEXEC applets 
and now this fact is recorded in applets.h, not ash.c.

Several fixes to "--help + STANDALONE_SHELL" scenarios.
