Remove rc_parallel from rc.conf
rc_parallel has never been considered a stable feature of openrc. To that end, I am removing the documentation for this feature from rc.conf. It is still available, but bugs against it are not considered stable blockers, and it should only be used currently by developers and users who are willing to test the feature.
