sh/tmpfiles: tmpfiles.d support.

This is the baseline support for tmpfiles.d.

Still missing:
- SELinux relabel, pending upstream clarification
- LIBDIR vs multilib systems, pending upstream clarification
- Whitespace in paths?
- Clean support not implemented
- "x" exclude type not implemented
