Fix default runlevel symlink paths

Browse Source 
runlevels/Makefile currently uses ${PREFIX} when creating the initial
runlevel symlinks, but the init files are installed to ${INITDIR},
which results in broken symlinks if ${SYSCONFDIR} is set to something
other than ${PREFIX}/etc
