* Introduce locale searching

Some locales may be absent or incorrect in default packages so these
should be obtained from other places instead.

* Add fixed Esperanto locale

* Update Esperanto locales

* Redo locale substitution

This reverts commit f2e1047fd8.

* Include locales in the repository

* Add newline character at the end
