library: check not undef SIGLOST

sig.c had this odd logic where on non-Hurd systems it would undefine
SIGLOST. Fine for Hurd or amd64 Linux systems. Bad for a sparc which
has SIGLOST defined *and* is not Hurd.

Just check its defined, its much simpler.
