This built-in check is simpler than the previous method and, most
importantly, works when cross-compiling.

rlogin support is old school code, so newer C libraries drop support for
ruserok (like uClibc, optionally). But shadow doesn't build with that,
so have it check for ruserok to optionally enable rlogin.

account-tools-setuid is disabled.

src/groupadd.c, src/chage.c: Implement ACCT_TOOLS_SETUID
(--enable-account-tools-setuid).
* etc/pam.d/Makefile.am: Install the pam service file for the
above tools only when needed.

needed to initialize retval to PAM_SUCCESS.
Fail if the feature is requested but the library (or
header file) could not be found. If nothing is specified, enable
the feature only if we can find the library (or header file).
